The Central Office for Administrative and Electronic Public Services(COAEPS)

 

As data manager of the authentic national registers – as a part of national data assets – the Central Office for Administrative and Electronic Public Services (COAEPS) became an integral organisation of the Hungarian public administration system.

The COAEPS tasks can be divided into two large areas:

  • as a public administration authority performs administrative  tasks;
  • as a service centre provides support for activities of other organizations.

The main objectives of the COAEPS are:

  • to strengthen the client-oriented administrative procedures;
  • to give quick and authentic information;
  • to fulfil public administration services on a high level through secure, reliable and precise database management.

The COAEPS − as data manager − operates, manages and maintains the most important authentic registers, as follows:

  • Personal Data and Address Register;
  • Criminal Register;
  • Road Traffic Register;
  • Travel Documents Register;
  • Private Entrepreneurs Register;
  • Offence Register System;
  •  Enterprises Register;
  • Central Aliens Policy Register;
  • Hungarian ID card, Hungarian independent ID card Holders Register;
  • Third-party Liability Insurance Register;
  • Client Gate Register.

The COAEPS is the most important Hungarian document issuance authority; it issues 80 % of the state documents:

  • Identity card;
  • Address card;
  • Driving licence;
  • Passport;
  • Hungarian ID card;
  • Vehicle registration certificate;
  • Vehicle ownership booklet;
  • Private Entrepreneurs licence;
  • Certificate of good conduct.

The COAEPS provides data supply in a large volume from its electronic registers for the public administration organs, for the local authorities, for entitled business participants and for citizens as well.

The COAEPS operates the Central Document Service Centre (Front Office), where app. 1 million affairs are lodged by citizens annually, and at the same time it also provides administrative supervision of nearly 300 Document Service Centres.

The COAEPS possesses a nation-wide info-communication infrastructure; it operates high disposable networks, which are especially significant for the public administration:

  • network of the Document Service Centres;
  • Civil Registration Sub-system;
  • Schengen Information System;
  • Integrated Government Client Service Centres.

 

The COAEPS operates the Government Portal and other public administration websites as well.

The COAEPS fulfils managing activities for Government Offices IT system.

The COAEPS provides IT support for conducting elections, for referendums and for national consultations as well.
